Due to the county\u2019s location bordering Fayette County, home to Lexington, parts of Jessamine County are designated as urban, according to the United States Department of Agriculture (USDA). This designation has massive implications for summer feeding, as non-congregate meal programs are only allowed in rural areas. While much of Jessamine county is considered rural, there are still pockets designated as urban that desperately need summer non-congregate feeding. Conner\u2019s passion is palpable, \u201cWhy does it matter where a child lives if they are hungry? Why should it matter if they are in an urban district or in a rural district?\u201d\u00a0<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-3888e89 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"3888e89\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-d5203cb\" data-id=\"d5203cb\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-445a6db elementor-widget elementor-widget-text-editor\" data-id=\"445a6db\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400\">Conner succeeded in obtaining a rural designation from USDA for the Ashgrove community in Jessamine County, delivering meals door-to-door to the students on a weekly basis starting the day after school let out for the Summer to the day before school started back up in the Fall. Conner collaborated with the Family Resource Youth Service Centers located within Rosenwald Elementary, West Jessamine Middle, and West Jessamine High to connect and identify children in need of meals within Ashgrove. Conner would leave seven days worth of breakfasts and lunches at each family\u2019s doorstep, all meals being shelf-stable, as many of the families lack electricity. The response was overwhelming. Each week, more and more families signed up. <span style=\"color: #f26722\">At the end of this summer, she served 6,864 meals compared to last year\u2019s total of 40 meals served!<\/span><\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-1c2ed7e\" data-id=\"1c2ed7e\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-feeab48 elementor-widget elementor-widget-image\" data-id=\"feeab48\" data-element_type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/state.nokidhungry.org\/kentucky\/wp-content\/uploads\/sites\/17\/2024\/10\/IMG_1992-scaled.jpg\" title=\"\" alt=\"\" loading=\"lazy\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-05c3686 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"05c3686\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-8d02db1\" data-id=\"8d02db1\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e60344f elementor-widget elementor-widget-image\" data-id=\"e60344f\" data-element_type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/state.nokidhungry.org\/kentucky\/wp-content\/uploads\/sites\/17\/2024\/10\/IMG_1993-scaled.jpg\" title=\"\" alt=\"\" loading=\"lazy\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-49c9bb8\" data-id=\"49c9bb8\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-3a25db6 elementor-widget elementor-widget-text-editor\" data-id=\"3a25db6\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>To increase staff efficiency and reduce costs, she utilized a third-party vendor, Optimum Foods, to pre-pack meals and deliver them by the pallet to the district, then Conner and another staff member delivered the meals door-to-door. The vast majority of her staff resources were already going towards operating congregate sites throughout the county; therefore, she didn\u2019t have the staff bandwidth to do a full non-congregate program in-house for this one approved location. Before Conner got permission from the Kentucky Department of Education (KDE) to use a third-party vendor, she was procuring the shelf-stable food herself and her already stretched staff were packing the food boxes. The amount of money saved utilizing Optimum Foods was a game changer to Conner\u2019s food service budget and the sustainability of her program.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-bf2accb elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"bf2accb\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-3060184\" data-id=\"3060184\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-2d49342 elementor-widget elementor-widget-text-editor\" data-id=\"2d49342\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400\">Conner\u2019s next goal is getting Tates Creek Estates, another high-poverty rural pocket in the county, designated as rural by USDA, so she can deliver non-congregate meals there. The trailer park houses 200 students, 20% of which require special education services. Tates Creek Estates is surrounded by country land, with horse farms across the road. There are no sidewalks, no access to a grocery store, and no safe place for kids to congregate in the community. Yet, even after Conner worked with KDE in March to submit a rural designation for the area, USDA denied the request by July &#8211; well into their summer program operations. \u201cWe are doing all we can, and we are being told no,\u201d Conner said. No Kid Hungry Kentucky has continued to work with Lee Ann to elevate her concerns to various stakeholders to share this challenge. <\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-06ec1f1\" data-id=\"06ec1f1\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-4a10f7a elementor-widget elementor-widget-image\" data-id=\"4a10f7a\" data-element_type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/state.nokidhungry.org\/kentucky\/wp-content\/uploads\/sites\/17\/2024\/10\/IMG_1962-scaled.jpg\" title=\"\" alt=\"\" loading=\"lazy\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-6e7c372 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"6e7c372\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-3a778e3\" data-id=\"3a778e3\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-f552e7f elementor-widget elementor-widget-text-editor\" data-id=\"f552e7f\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400\">With 200 kids living in Tates Creek Estates, there is <span style=\"color: #f26722\">an opportunity to serve 35,200 meals over the summer<\/span>. Conner notes that it\u2019s a huge missed opportunity to meet the needs of that community. Without it, those children will miss out to the vital meals that summer food programs provide while school is out for the summer.
