{"id":11971,"date":"2020-07-14T17:09:29","date_gmt":"2020-07-14T17:09:29","guid":{"rendered":"https:\/\/state.nokidhungry.org\/maryland\/?p=11971"},"modified":"2020-07-16T18:21:57","modified_gmt":"2020-07-16T18:21:57","slug":"no-kid-hungry-urges-maryland-schools-to-elect-cep-in-july-2020","status":"publish","type":"post","link":"https:\/\/state.nokidhungry.org\/maryland\/2020\/07\/14\/no-kid-hungry-urges-maryland-schools-to-elect-cep-in-july-2020\/","title":{"rendered":"No Kid Hungry Urges Maryland Schools to Elect CEP in July 2020"},"content":{"rendered":"<h3>Unemployment and increased use of federal benefit programs due to COVID-19 means that more schools are now eligible to use CEP!<\/h3>\n<h3>What is CEP?<\/h3>\n<ul>\n<li>The Community Eligibility Provision (CEP) allows schools to provide free breakfast and lunch to all students \u2013 essentially becoming <strong>Hunger-Free Schools<\/strong>.<\/li>\n<li>More than 106,000 students in Maryland attend one of 242 Hunger-Free Schools; hundreds more are CEP-eligible, but not yet participating.<\/li>\n<\/ul>\n<h3>What are the benefits of CEP?<\/h3>\n<ul>\n<li>All students have universal access to school breakfast and lunch.<\/li>\n<li>No unpaid school meal debt or school lunch shaming.<\/li>\n<li>No need to collect school meal benefit applications.<\/li>\n<li>Lower rates of food insecurity for students and their families. (<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/19320248.2019.1679318\">Source<\/a>)<\/li>\n<li>Improved student attendance.<\/li>\n<\/ul>\n<h3>What does COVID-19 have to do with CEP?<\/h3>\n<ul>\n<li>Because of COVID-19, CEP will be financially viable for many more schools this year.<\/li>\n<li>Students enrolled in TANF\/TCA and\u00a0 Supplemental Nutrition Assistance Program (SNAP) are automatically certified for free school meals and are counted in their school\u2019s \u201cIdentified Student Percentage,\u201d or ISP.<\/li>\n<li>A school, or group of schools, must have an ISP over 40% to participate in CEP.<\/li>\n<li>SNAP applications in Maryland <strong><u>quadrupled<\/u><\/strong> in just the first month of the pandemic.<\/li>\n<li>The more students enrolled in SNAP, the higher the school\u2019s Identified Student Percentage (ISP).<\/li>\n<\/ul>\n<h3>Why is ISP so important?<\/h3>\n<ul>\n<li>In CEP schools, federal reimbursement for meals served is based on the ISP multiplied by 1.6.<\/li>\n<li>The higher the ISP, the more federal reimbursement schools receive.<\/li>\n<li>A school with an ISP of 63% or above receives the maximum federal reimbursement for all meals served.<\/li>\n<\/ul>\n<h3>Why do schools need to consider CEP <u>now<\/u>?<\/h3>\n<ul>\n<li>The deadline to elect CEP has been extended to August 31, 2020.<\/li>\n<li>This year, schools can use post-pandemic ISP data from April, May, and June 2020 to set their poverty rate.<\/li>\n<li>Schools that elect CEP now can lock-in their poverty rate (ISP) for four years.<\/li>\n<\/ul>\n<h3>What next?<\/h3>\n<ul>\n<li>Contact your school district\u2019s Food and Nutrition Services Department for more information about which schools are being considered for CEP in the coming 20-21 SY.<\/li>\n<\/ul>\n<h3><\/h3>\n<h2><span style=\"color: #333333\">No Kid Hungry&#8217;s CEP Advocacy in Baltimore County Public Schools<\/span><\/h2>\n<ul>\n<li>More than 70 organizations and individuals signed on to this <a href=\"https:\/\/state.nokidhungry.org\/maryland\/wp-content\/uploads\/sites\/8\/2020\/07\/BCPS-Public-Comments-7-14-2020.pdf\">letter<\/a> urging the election of CEP in July 2020<\/li>\n<li>No Kid Hungry submitted these <a href=\"https:\/\/state.nokidhungry.org\/maryland\/wp-content\/uploads\/sites\/8\/2020\/07\/CEP-Comments-to-BCPS-BOE-7-13-2020.pdf\">comments<\/a> to the Board of Education on July 13, 2020 to encourage their support for CEP<\/li>\n<li><a href=\"https:\/\/state.nokidhungry.org\/maryland\/wp-content\/uploads\/sites\/8\/2020\/07\/Baltimore-County-Public-Schools-CEP-Statement-7-16-20.pdf\">Baltimore County Public Schools CEP Statement 7 16 20<\/a><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Unemployment and increased use of federal benefit programs due to COVID-19 means that more schools are now eligible to use CEP!
